Chinese support for my proposed Universally-Binding Test
Ban Treaty by top Chinese arms control experts was expressed in conferences in
Beijing July 19-21, 2004. My argument for Chinese support is in the Summary.
The China Arms Control and Disarmament Association (CACDA)
was the host. CACDA provided Program Officer Han Hui as a guide and a
chauffeured Mercedes to transport us to conferences with the arms control
directors at Tsinghua University (the MIT of China) and Beijing University (the
Harvard of China), and to the Chinese People’s Association for Peace and
Disarmament where I gave a lecture on my UBTBT.
My first conference on July 19 was with Vice President Ye
Ru’an at CACDA's offices in Beijing. CACDA’s president, Ambassador Li Daoyu, is
reportedly a friend and advisor of Chairman Jiang Zemin of the Central Military
Commission. Mr. Ye said my UBTBT, which he supports, was a “new idea” and a
“quick fix” of the North Korea nuclear issue. (My UBTBT truly is a quick fix
(solution) but I conceived it 40 years ago and it was my 1968 doctoral
dissertation.)
The second conference was on July 20 morning with Professor
Li Bin, Director, Arms Control Program, Institute of International Studies,
Tsinghua University. Professor Li played a major role in the Chinese delegation
to the CTBT talks in Vienna. He also supports a UBTBT.
Professor Han Hua also supported a UBTBT in a third
conference on July 20 afternoon at Beijing University. She is Director, Center
for Arms Control and Disarmament Studies, at the Institute of Asian-African
Studies and School of International Studies.
Finally, I was very honored to give a lecture on July 21 to
the preeminent Chinese People’s Association for Peace and Disarmament led by
Secretary General Niu Qiang. He said my UBTBT was a good idea that had to be
researched.
